Strength/Extent of powers:
Innate:
- Can't be killed under normal circumstances, what with how he is not alive to begin with
- He can be wounded and he does feel pain, but the wounds don't last
- Doesn't need to eat or sleep
- Can turn invisible at will
- Can manifest with or without the multiple bullet wounds that killed him
- This is a weakness rather than a power, but he can in fact be exorcised from people and places!
Memory related: Not really. He'll have to figure it all out again, but that comes quickly to pretty much all the ghosts in the series.

Effect of the powercap: Tate isn't offensively powerful so he doesn't really need a cap. He's only slightly stronger than your average grown man, and his abilities are mostly illusory.
